Job Training and Safety Coordinator

Summary: 

Plans, develops, coordinates, and presents job training and Safety and Loss Control programs. Recommends, and implements all safety operating rules, and procedures. Organizes line crew safety training functions. Manages Safety and Loss Prevention, records, and reports employee injuries, illnesses, and accidents. Investigates Co-op members and public complaints, of damages to members and/or public property. Oversees and implements OSHA Safety Compliance for each employee of Wake Electric and CSC. Oversees environmental safety and compliance for all required planning processes.  Performs other duties as assigned.


Principal Duties and/or Requirements:
 
  • Administers the Cooperative’s Rural Electric Safety Achievement Program (RESAP) including coordinating preparation for yearly inspection and the tri-annual RESAP inspection program.
  • Administers the Lineman Apprentice Training Program through the Statewide Association of Electric Co-op and with the NC Community Colleges.
  • Serves as Compliance Officer for all safety-related issues, including updating and implementing Personnel Policies and Procedures.
  • Provides monthly safety reports to Senior Management.
  • Prepares and conducts safety meetings & training sessions for inside & outside employees.
  • Makes regular & unscheduled safety inspections of working line crews.
  • Observes line crews’ work procedures and make suggestions for improvements.
  • Investigates any work-related accident involving employees, or any electrical contact by the public or our contractors. Interviews witnesses, review any police report, and follows up with the Safety Leadership Team and employees, as appropriate.
  • Serves as liaison for Federated Rural Electric Insurance
  • Reviews accidents with employees to make sure others learn how to prevent/avoid accidents; recommends disciplinary action as required.
  • Inspects Safety related Equipment & PPE (319) Personal Grounds, (24/7) Hot-Line Tools as required by the Cooperative’s Employee Safety Manual and replaces them as needed.
  • Serves as point of contact for NCEMC’s Job Training and Safety Staff, coordinates and maintains recordkeeping of employee safety training programs
  • Schedules Linemen Apprentice Employees for twelve safety training courses through NASH Community College and maintains lineman training records.
  • Updates and revises WEMC Employee Safety Manual.
  • Serves as an Advisor to the WEMC Safety Leadership Committee during meetings ensuring the implementation of effective safety procedures.
  • On-scene Incident Commander for EPA SPCC (Spill Prevention Control and Countermeasures) and Partners with Engineering Department to assure compliance with EPA regulations.
  • Coordinates random bi-annual Drug and Alcohol testing program including post-accident testing, maintains employees’ CDL medical certification and driver’s license report, ensures DOT Safety Fleet Regulation and Compliance, and addresses issues.
  • Maintains Safety Data Sheets Program.
  • Maintain all Personal Protective Equipment variations under OSHA standards
  • Other duties including performing monthly safety audits for three workplace facilities; Orders, maintains stock, and distributing safety supplies; Oversees Monthly rubber gloves and sleeves exchange, bi-annual rubber goods (line hoses blankets, cover-up) with exchange and redistribution of 285 pieces’ goods; Assists during Emergency and storm restoration efforts as assigned in the Emergency Work Plan.
  • Maintains all require environmental safety and compliance documentation, including but not limited to, Spill Plan information and procedures and Sara Title updates.
  • Maintains 24-hour, 7 days on-call status.
  • Other duties as assigned.
